Well, they have a name, they go by brake/clutch reservoir covers. 

So what do these reservoir covers do?

When you brake hard the brake fluid heats up and expands and leaks out of the cap.

These elasticated covers simply slip on your brake or clutch fluid reservoirs and trap and soak up the excess fluid and prevent it from getting and damaging your windscreens, paint, metals and plastics on your bike.
